Spells: (Wizard) Port to Sky --> Harvest cooldown refreshes early

Harvest normally has a 10 minute cooldown. For some reason the spell comes off cooldown after porting to Sky from East Freeport. It seems like you are only able to do this once during each cooldown period. Further ports to sky do not refresh the cooldown. I had no buffs on when doing the testing.

Log where I cast Harvest twice in 40 seconds.

[Fri Nov 15 16:59:47 2013] You begin casting Harvest.
[Fri Nov 15 16:59:57 2013] Your spell is interrupted.

Pretty sure there is a post around here about this already and it isnt just in Plane of Sky. many other zones harvest refreshes early.
