The investigation didn't conclude that a conspiracy took place but show me where it says "no conspiracy took place."

It's not to job of law enforcement to prove that things didn't happen, because that's impossible. All they can do is look at the evidence there is and determine whether or not it's sufficient to prove conspiracy, and it Trump's case it did not. So in the eyes of the law, no conspiracy took place.
Also regarding that quote from the report, there's nothing criminal about Trump figuring out that Democrat emails getting leaked would help him win. Having a standard that low kind of makes everyone a criminal.
