Takes a long time to proc - why bother when you can port to a bank instantly? Besides, a lot of wizards are KoS to OT.

It does, unless you cast Evacuate:Fay while in Greater Faydark. Then it acts like the spell evacuate. This is also true of our other Evacuate:<zone> spelles.

Sometimes I do when heavily encumbered. OT hammer spot distance to bank is the shortest, just inconsistent with how long it takes to proc. Sometimes its much faster than other methods, other times it's a bit longer. Not KOS to outpost since I never really grouped much in KC nor was my presence requested =D
