Names Buffs/Armor

Is anyone else not able to see the name of the buffs or items when they inspect others?
I've restarted my computer and nothing.

Hold down control and shift (cos i can’t remember which is right) when you press restart. That will reboot your winpc to a troubleshoot screen. Turn it off from there and turn back on. Tool tips might now be working.
