Here is how I think the anti-rmt effort goes. The PSA team finds stuff and reports it to rogean. Rogean issues the bans. Not a lot of time spent by rogean. Time spent by volunteers isn't expensive (figuratively speaking).

Anyone who didn't break the rules won't remain banned.
