Protip- Mana Sieve is unresistable and can be cast from out of belly cast range, it’s possible to avoid some AEs or more easily Dodge them on an enchanter jousting behind corners.
Also for mobs you may DPS quickly like Kunark 32k dragons that you fear will gate, you can grab a Phinigel Wand of Mana Tapping. 7 instant charges of Mana Sieve should wipe out any NPC mana bar entirely, as most NPCs have mana bars around 3000-4000 if they’re in the 60s.

4 enchanters and a bard constantly mana sieving lepethida didn't stop her from CHing 5 times. And then theft of thought tells you that she has no mana to steal.

Sounds like a bug with either mana pool, mana Regen or NPC casting mechanics.
Most NPCs should have mana pools under a few thousand, and should Regen at a fairly slow rate. I tested Lady Vox on Live recently and she had about 3000~ mana and Regenerated about 10 per tick. It also turned out that in her casting priority code after she burned her mana bar on about 10 Retribution casts (this was without me damaging her), she would constantly cast Nullify magic as she ticked up to having enough mana to cast it. It makes sense that in a classic raid of 40+ players you’d see Vox dropped under 50% before she gets time to cast enough Nukes to drain a mana bar, and she would resort to a CH or two. But you shouldn’t be seeing 5 CHs from a single NPC. It’s very likely that the casting priority logic for NPCs with the cleric spell set is wrong. They should be burning through most of their mana on non-CH things prior to reaching 50% unless you have a ridiculous Zerg of DPS. You should only be seeing them have enough mana to land 1 or 2 CHs in a balanced non-Zerg raid before they exhaust their mana and resort to casting lower mana spells as their Regen ticks up.

Based on that bug thread, I think the issue is that this is a warrior mob without a mana pool who is hard coded to still checking somehow.
