Other then max level of mobs able to charm, does Allure lvl 49 do anything additional, like keep them charmed longer, or breaks later rather then early compared to Cajoling Whispers at lvl 39? I notice mobs closer to your own lvl tend to break more. An example are the bok or guk knights at the king location. I have been using my lvl 39 charm and they tend to break often. Will allure help with this?

No, It won't help. It theoretically increases the max duration of the charm, but at level 50 charming boks and certainly guks you will never see max duration on a charm.

Higher charm spells don't have a less chance to break. But they vary in mana cost and max possible duration, for example Allure can last up to 19? minutes, but Boltran's Agacerie can never last more than 7 minutes

Allure has a higher maximum duration than Cajoling Whispers. Depending on level difference between you and your pet, it may or may not be worth using Allure, if CW is an option, situational really I suppose.
