They did not, previously here's how many bone chips it took on a Druid to get through each level roughly:

5 36
6 48
7 64
8 84
9 108
10 155~
11 165~

So roughly 17 stacks for 5-10, and another 16 or 17 for 10-12.

FWIW, 6 full stacks gave me about 3 yellows (60% of a level) at Kaladim, from level ~4.00 to 4.60 (hobbit, no class penalty).
