Loother is 100% apex. This is just another false flag attack by apex trying to paint themselves as victims instead of owning up to the fact they are scared to PvP for pixels and would rather just petition for pixels instead.

Kinda like when sharknado purposely drops a train on someone coming to PvP and then tried to paint it as them training their raid.
