Spells: Markar's Relocation

Every time I try to cast this it tells me 'you cannot cast that here. Find a dungeon?'
You could cast these spells anywhere, you never had to be in a dungeon.
I went to upper guk to cast this, I'm still getting that message?
Fix this.

Working as intended. Originally, the Kunark evac spells to EJ and Skyfire were only castable from within a Kunark dungeon (so not from any outdoor zone nor old-world dungeon). That restriction was lifted in the June 27, 2001 era, during The Warrens era but before Stonebrunt.

Wind of the North, Wind of the South, Markar's Relocation and Tishan's Relocation have had their additional restrictions removed, and can now be cast from any zone where other similar spells can be cast.
