He's not actually there, and doesnt show up on track or /target, but the name tag of Cazic Thule is in EC just before you zone into WFP

No it's not a player, it's a floating name, about the height of Cazic Thule the god, floating in the air before you hit WFP.
There is no character model, and you can't /target "Cazic Thule" or see it on tracking, it's just a floating name like a GM got bored and put it there as an Easter egg.
