NPC Spawn Issue: Banker Javen in qcat should not spawn until early 2000 era

Banker Javen in qcat did not exist at launch. He was added in a patch in early 2000.

He is absent from the Zone-NPC-List-Level.xls spreadsheet I dug up that was compiled in Dec 1999 / early Jan 2000.

Here are some quotes that reference his addition:

There is now a Banker in the Qeynos sewer system for evil races and
classes which is handy for DEs. My Human Necro is indifferent in the
Qeynos Bank proper as well so they may be on the beta-neutral faction

So he was added sometime between January 2000 and May 2000.

Based on this post I'm going to hazard a guess that he was added in Kunark to give Iksar somewhere to bank, but in typical Verant fashion they goofed up the NPC addition at first:

Yep...and to make catching the boat even more fun, there's a new (I think) mob in S
Qeynos. Banker Javen. Looks like a beggar, hits like a hill giant [1], and is KOS to a lot
of people.
