Default Theft of thought should be castable on anybody

Theft of thought was changed way back in 2002, which is way out of era for us.

This spell should be castable on any classes, even if they dont have mana

2002/05/08 patch note

Theft of Thought will no longer give mana when cast on PC classes that do not have mana (in PvP or in a duel).

If they are going to have classicly broken 2h damage and weapons like Feverblade whose dot heals the target instead of damaging, we should be able to ToT any class.

Pretty sure Tstaff wasn't fixed until late velious/PoP. Soooooo, there a quite a few things not classic. Some things shouldn't be.

Like this. For obvious reasons.

T-staff was never as broken on live as it was on this server. The stun lasted maybe a second or two tops.

This did not affect anything for PvE, it was PvP only.

Theft of Thought would not work casting on an NPC target with no mana.
