Default Redesigning the UI

Hey all, so I currently run Duxa but I am looking to get into game art and would really like to try my hand at creating a new skin for the UI. I have no coding experience, my skills are in the art dept. but i do have a subscription to Adobe CC and am willing to learn what ill need to.

Does anyone know if there is some sort of UI builder for EQ classic or can i do everything through adobe? I would love a breakdown of how to go about it but I really just need to be pointed in the right direction because google is failing me and the caffeine is burnin!

It doesn't mention it in the post, either it wasn't supported at the time or they didn't know, but a .png with transparency will also work in a ui. If you decide to use .tga graphics you'll want to study how transparency works for that type of file as photoshop handles it very slightly different than most other formats.
