I believe it means exactly that.
In other words, most items have the standard formula for determining how often you proc. But currently, the provided list of items have a modifier in the item that makes them uniquely proc more (or less). Nilbog is removing that modifier from the items listed and making everything have the standard proc mod.

Classic is definitely not to have proc modifiers, I believe that was a luclin thing they added, or PoP+. Set them to 0 imo, should have always been that way.
