I read the article that was linked and looked at the picture.

The man was apprehended for trespassing by police on horseback. The salience of the article is race-based and the outrage takes the form of normative statements.

Optics are obviously subjective. Police on horseback are an uncommon occurrence, and leading any person in handcuffs could be construed as a perpetrator parade, which may offend some.
