The Trump administration is taking millions from FEMA to fund immigration courts and ICE jails.

The Department of Homeland Security will transfer more than $200 million to Immigration and Customs Enforcement to pay for a massive increase in detention beds and temporary courts at the U.S. border, according to congressional and homeland security officials.

Some of those funds, $155 million, will be diverted from FEMA's disaster relief fund. The fund pays for the federal response to catastrophic events, like hurricanes or wildfires. The funding transfer comes as hurricane season ramps up and Tropical Storm Dorian takes aim at Puerto Rico this week.

Trump told officials he would pardon them if they break the law building border wall.

When aides have suggested that some orders are illegal or unworkable, Trump has suggested he would pardon the officials if they would just go ahead, aides said. He has waved off worries about contracting procedures and the use of eminent domain, saying “take the land,” according to officials who attended the meetings.

“Don’t worry, I’ll pardon you,” he has told officials in meetings about the wall. Asked for comment, a White House official, who spoke on the condition of anonymity, said Trump is joking when he makes such statements about pardons.

During weekend's G7 summit, French President Emmanuel Macron reportedly said the US didn't sign on to a charter against online hate speech. Why? Macron said "legal reasons"

"We formalized an agreement for the first time with several Anglo-Saxon and European platforms and with support from nearly all (G7) countries," Macron told reporters, according to Reuters. "We had a very good discussion with the United States, which for legal reasons was not able to formalize the agreement on this point."

The White House didn't immediately respond to a request for comment.

France, the G7 summit host, originally hoped to get social media giants to sign the "Charter for an Open, Free, and Safe Internet" on Friday. Facebook, Snapchat and Google were among the platforms set to sign the charter.
