Unhappy Hardware problem logging onto server

This is more just a compilation of the issue for anyone else that has this problem in the future since there are only one or two topics on this, but maybe if the devs see this they will be able to find the cause. However, i dont think it will be able to get fixed or it would have been already.

Basically this issue has been a problem for many years, according to the post i will show, and as far as i can tell, exists ONLY for a very small amount of people with this exact specific AMD FX 9590 CPU chipset, and the only fix is to lower the processor clock speed to 4.2 GHz, which i did through MSI Afterburner, or the BIOS. As of a few months ago, a windows update occurred and my system no longer likes it when i lower the clock rate, so i simply cannot play at all anymore.

Yes i tried everything in the help section like 2 dozen times, reinstalled over 10 times. The problem remains, and is still only FIXED when i slide my CPU processor speed down to 4.2 on my desktop with MSI Afterburner program, or BIOS, and when RAISED above that amount, i get nothing but a 1017 error (i cant do this anymore from a windows update about 6 months ago as mentioned earlier). Any other server i can login to but all animations and sprites in game run at what must be at least 1000 times the normal speed which is only corrected when clock speed is lowered accordingly. I will post the video below.

Here is a recording when somehow i magically passed the 1017 error once. This is blue server but all other servers do this as well. this is not sped up, and at regular run speed with no movement buffs at all. Buff icons disappeared in seconds (eg. spirit of wolf icon faded in about 15 seconds after it being casted on me. cant remember if the effect faded too or just the icon.) https://www.youtube.com/watch?v=Nay2IglgUUs

Anyway, feel free to throw me suggestions and i can try them. but as i said, i have done everything in the help section of this site many, MANY times. I wish i talked to the one guy on my topic to see what chipset he had but i never came back to look but i assume it is just my AMD FX 9590. Make sure you all enjoy the green server for me! It doesn't seem like i will be able to. Stay off the tracks and try not to get hit by any trains!
