According to the Wiki the spawn is "spawns very very slowly (at about 6 hour intervals)"

How long does the mob remain active before despawn?

I don't think it despawns at all. And that description on the Wiki is worded weirdly. The Oracle simply has a 6-hour respawn timer. ish.

He stays up until someone murders him for his robe. People waiting to take over AC camp hop over and merc him a lot of times if they see him sitting up.
