Game Mechanics: Harm Touch

...I died with my Harm Touch up, and when I respawned it was down.

Can you reproduce this and provide any more details?

Harmtouch has an animation before the effect, a small cast time i guess, if you die durring that cast time even if the effect doeskin hit, you still get the cooldown. Since HT is an ability and not a spell, it doesnt appear to be a bug since i believe its the same for all abilities, as soon as its pressed the cool down is applied regardless if it worked or not.

Then again this might not be the OP's scenario...

Some deaths in PVE are resulting in PVP death penalties. (respawn out of mana, harm touch on cooldown, etc). I've tried, I'm not having trouble replicating this in PVE, but I am having trouble getting it to occur consistently. But it seems to happen about half the time, and I can't tie this to any specific means of death or obvious variable.

There was a change made to harm touch to allow it to be refreshed on a PVE death in the patch. So this bug is tied to certain deaths being considered by the game as a PVP death, and it is occuring when dying to NPCs.
