This one was hearsay. I once did a brief test of 50 fears each, and there was no significant change between lots of -cha gear and my regular gear. A more extensive test would be needed to say for absolutely sure, but it was enough for me, and I wasn't interested in devoting that much time to the subject really.

I think cha affects the undead lull spells or so I have heard... meaning you want high cha for undead lulling, not low

Correct. Charisma affects crit lull resists for all classes (enc/nec/sk/cleric/pal/bard). I believe the only lull that is an exception is Harmony (dru/rng) which is unresistable, but also outdoors-only.
