Orb of Mastery hides light effects.

Title says it all, when I have my Orb of Mastery equipped it blocks any light effects I have from other items I'm wearing. I'm curious if this is intended or a bug. According to Allakhazam it is a Stein of Tears level of lighting, it does not provide any light currently. Not sure how accurate that info is, but I believe most of what we use for lighting comes from those Lucy entries ripped from Alla. For reference:
