Default Issue sending tells and /who all <zone>

Noticed today that when I would do a /who all crushbone I was not getting any feedback in game. Not too long after I noticed thatnone of my tells appear to be going through. After some messing around, it seems that people are getting my tells, however they are not showing up in my chat window, and they cannot reply or send me a tell whatsoever..

I've tried zoning multiple times, relogged multiple times, restarted eq client, nothing works.

Edit- I should also add that I know it is not lag, I have a 67 MS ping, 100% Connection strength and my spells are immediately responsive.

I've had this problem from time to time as well. Usually if I zone out and zone in again, it corrects the problem. I suspect that some zone files aren't getting loaded properly and as a result, the /who all zone, etc, isn't showing.
