Melee Weapon Delay No Longer Effecting Bow Damage?

I rolled up a Barbarian Warrior today and happened to spot A Weighted Axe being sold by a vendor for 21pp. Remembering something I read on these forums years ago about how high delay melee weapons increase bow damage I immediately snatched it up, slapped together a hickory bow, and started bow-kiting. So far there's no discernable difference in damage whatsoever. My max damage is 12 with or without the axe, and I don't even think I hit 12 more frequently with the axe equipped. Was this a bug that's been fixed, or is it just a lot more subtle than I was imagining?

Damage bonus depends on level. Lowbees have no damage bonus.
