Basically whenever you go to the most convenient merchant (eg. the first one you see after entering Qeynos) they're going to be "greedy", because everyone uses them and highly-used merchants are "greedy".

I'm too lazy to check the wiki myself, but I bet another (less convenient/greedy) merchant sells backpacks in Qeynos.

I don't want to even say how many times I have sold to this winch... Then one day I was thinking to myself. 58pp for a Ruby Crown, that doesn't seem right... Let's go outside and check the tavern vendor real quick. OMG!
