Only goes to officer decision when 2 or more people bid the max bid which is 2500 at the moment I think. It scales up with every expansion as does the amount of dkp earned and the minimum bid. The entire time I've been in OGC there's only been 1 time this has happened. I think it was the first Ele Robe that dropped? It doesn't happen enough for it to be a big concern. I *highly* doubt the cleric hammer will get anywhere near max.

max bid in pop is 5k. it will never reach that on any item period

Most classes due to AA's, 5 levels, and new spells/tomes.
