Quest Issue: about Lay of hand

i dont know if its a bug when i cast loh to myself just heals 1473hps not a CH.

Lay on Hands is not a complete heal and never was until the addition of the AA to make it that. It did receive some upgrades during the Velious era. I used to take my un-geared base HP at any given level as a rough approximation of what to expect it to heal for.

I looked this up somewhere not to recently, but am unable to find it again now...

IIrc, the Lay on Hands ability does, in fact, heal yourself (or your target) for your current level's ungeared base HP. Pretty good estimating there on your part. ;-)
