Variance.
Statue has continually been spawning at like 1PM or 5AM on workdays. No guild can field a 60+ man force during those time slots. AoW spawns at a good time when most east coasters are starting their weekend and most euros are still awake... Leads to dead raid mobs. In summary - Variance is the devil and root of all things evil.
