Default Light Blue Con?

So i noticed that before when you did target mobs you'd get the con color on the target box (i didn't live that era tho). Anyways my question is, some people mentions that when you con mobs you can get light blue on but i actually never saw it when i press 'C' it is a bug?

Light blue wasn't a thing until 2001. Haynar removed the blue color and changed it to green some time ago. But you can tell the difference between a green and a light blue con based on the text in the message.
IIRC if it say's "It's not certain though" in the Con message that means it's not a green mob but it's actually light blue. I'm not on EQ right now though so someone correct me if I'm wrong.

That's right, and tracking windows are showing "light blues" as a second shade of green color in tracking windows.
