I believe so. We had a couple threads about this right after Green release and I think the consensus was yes.

The wiki page is correct, I believe. I was curious about this as I leveled a shaman up with a bloodstone hammer, and the wiki page was accurate with what I experienced on green.

Originally the cap system was much more streamlined, and I think you only had one main damage cap at level 20 and it was the same for all classes. This was changed around PoF release where it was most likely done to combat twinking.
