Right there in the product description:
"There is a new 3-D interface, which allows players to customize their interface screens."

Even before that you could alter UI files but they would get patched over regularly. I am not surprised you didnt know these things since you were likely an 8 year old brat when EQ was released. Too bad you have stayed a brat your entire life.

New UI came in 2002. It was a Luclin feature.

I never owned Luclin but I made my own UIs. What you are referring to is the ability to switch between UIs and save your layout. Before then you could still alter them.
