Looking for NPC in Lavastorm (Tisella)

I've been wandering around with tracking looking for this NPC (Tisella) in Lavastorm for a few days. Does anyone know if she has a placeholer?

I stumbled across this NPC ones, I think they were in one of the goblin camps near Nejina, you should probably kill every goblin you see until she pops.

Dang this mob is old school, that torch was a good crude stein substitute in ages past

I spent some time this morning wiping out the goblin camps in lavastorm but couldn't get her to pop. I wonder if she's a rare spawn or broken?

The mob spawned as of late 2020, I can't confirm the spawn rate or anything, I've only seen/killed it once, but I do remember it being in one of the Goblin camps close to Najena, I though it was very odd for a human to be hanging out with them and was surpised when she conned KoS.
