From my reading this is the correct takeaway and bard charm cap should be raised to 55 in the ~Feb 2001.
It is not in the patch notes - but neither was the drop of the previous cap from 55 to 51. The patch notes from April 2000 simply read:

Corrected a bug with a new bard song that allowed them to charm anything, such as deities and dragons.
They noted that they fixed the MR check (was the bug), but at the same time they stealth put in a level cap, and then stealth removed it in ~Feb 2001.
