Default Issued Water / Fright (Plane of Fear)

Several posts from the older websites indicate that Fright granted players a full stack of Issued Water, either upon taking direct (melee) damage from the named golem or upon its death (likely the former based on a few comments). Unimportant overall and likely a classic bug, but it seemed worth a one-time mention for future reference. There are always a few collectors of such oddities, if for no other reason than to link them in ooc, not to mention that one person on raids who complains in guildchat of being low on food and drink. This is the only mention I could find of Issued Water on the forums.

My guild killed Fright yesterday and right after killing him I noticed that I had a stack of "Issued Water" in my hand. I didn't pick anything up from the ground and I couldn't have looted it from his body as my group did not get the xp. I was, however, the closest person to Fright when he died. Anyways the "Issued Water" is considered a Drink and is No Drop. Anyone have any idea what it is for? I've been posting on different boards trying to find out, meanwhile the water sits comfortably in my bank.

Sometimes the best explanation is the simplest. I hadn't even considered that, but it fits in perfectly with what the original developers would have done given their other creative choices. Brian Canary or Ryan Palacio must have added it in for yucks. I just automatically assumed "issued" meant that it had been supplied or distributed by guides who were known to replace items for players with decayed corpses, outfitting them with specific nodrop gear. Instead, in this case, issued was used to mean "flowed out from" because the player had been frightened.

I can probably make this happen, but would like as many details as possible.

Such as, if it began occurring with the revamped Cazic Thule npc, how long did it persist?

In the screenshot below, the player's cursor remains empty (hovering over spellbar) after a few rounds of attack, hits and misses, indicating that it was either a chance to proc in combat or a proc upon death as some accounts suggested. But being hit did not always result in the player having a stack of issued water on their cursor. This is assuming it wasn't at one point removed due to complaints. No other details at this point.
