Yes, the obvious point is that if you aren't disrupting a zone, you're bad at powerleveling.

My usual response is just to take the mobs they're trying to PL with, if they're disrupting. For example, I level most of my alts with a friend or two (pickups are welcome to join us too) in Befallen until 20. If I see a bard taking 2 or all 3 floors, I'm going to take stuff out of their kite.

I think it's fine to PL and to sell PL services, but if you're steamrolling folks who are just having a good time, all bets are off.

You could always just log on your main and kill them. Pvp during a PL is so satisfying. Pvp > complaining

I'd argue the opposite: if you're getting petitioned for disrupting the zone you're bad at power-leveling. There are plenty of places (even on Blue) where you can kill massive amounts of mobs and no one will complain.
