It's an ideology more or less held by all major parties in Western nations since the late 70s/early 80s that amounts essentially to "privatize everything". When you hear about the IMF and World Bank in the 80s subjecting third-world countries to "structural adjustment plans" that offer usurious loans with the stipulation that they privatize huge chunks of their economies and submit to the whims of international markets, that's neoliberalism. When you hear about "New Democrats" in the 90s in America or "New Labour" in Britain under Tony Blair, that's neoliberalism. When you realize that Democrats and Republicans are both corporate pawns with no real power of their own and almost all their fights are over culture-war strawman shit, that's neoliberalism.

Neoliberals genuinely believed that the market was the most efficient and rational way to organize society and promoted their viewpoints aggressively to governments and politicians, which embraced and promoted them wholeheartedly. The current world, where political power and democracy are meaningless and corporate/financial rule over the globe is unquestionable, is in large part the result of the universal adoption of their misguided views.
