Default Frost Giant toes so rare

What gives? I've done 77% exp at the fort in EW so far (1-2% a quad roughly) and I have seen 0 toes and about 20 heads.

Am I missing something do they not drop here?

Try GD giant fort. Drop rate there is far higher.

Duh! Most Frost Giants lost their toes from frostbite years ago.

Can also get them off of frost giants inside Kael near the WL zoneline. I stole a bunch from them while factioning Tormax off Field Supplies turnins to the Barbarian Merc. They're not very common though, probably 1/8 or so?
