NPC corpses not updating

NPC corpses with visible weapons and armor are no longer updating when being looted. This was fixed on the March 7th patch by Haynar:

Haynar: NPC Corpses with equipped items and visible armor will update when looted.

Somewhere along the line this stopped working. I tested on various NPCs in different zones with the same result.
