It's a ways out of era but I found this from 2003 re proc rate:

Would be 8.4 procs a minute (assuming full damage) to equal 20 dps.
The observed rates on the logs posted however only shows a a proc rate of approximately 5.8 per minute. That's pretty big gap from the expected versus the observed even with a relatively small sample size. | ||

I reviewed the proc rates in the combat logs in this thread and others that I had. Using the most conservative estimate I increased the current proc rate.
