Default Mobs Fleeing in Water

So, I've had the worst problems with mobs fleeing in water.

In Lake Rather we had 10 people chasing the necro epic guy as he seemingly teleports in/out of water and no one can hit. In CS, Oasis, when mobs flee into water they are near impossible to kill. I've had to evac, I've had to FD and let all mobs reset, and I've died trying to get that last 3%.

Is this a bug, is it just me!?

The bluthars in cobalt scar also like to get wet these days. One used to be able to fear them around the beach just fine without them going for a swim every time. Even taking them to the shelf above has them fearing off the edge, towards the water.

I've seen this issue with Cobalt Scar wyverns and even Innothule Swamp frogloks. I try to keep mobs from getting in to the water at all costs.

Mobs fleeing in North Karana into the water start gradually levitating higher and higher, becoming unhittable. If they move 50 feet out, they rise 50 feet into the air. You need to wait for them to path back onto land to become hittable again.
