Inconsistent FPS drops

Hello,

Recently I have been getting odd FPS drops at seemingly random moments. It used to run at a solid 60 FPS pretty much all the time, only recently has it been having this odd stutters of FPS from time to time. I attempted to do the fix with the .ini file within the EverQuest folder but that didn't seem to help. Just curious if this is happening with anyone else?

EDIT: I also just realized it only happens in Windowed mode.
