Absor responded below explaining the functionality was removed and it was intended.
Back-tracking the dates provided it was the Nov 8, 2001 patch.

I was a very happycamper after Wednesday's patch, buffing for raids made my life so much easier circles,potg,rotg etc. Thursday I lost part of that functionality and would wish for it back.

Items are not supposed to work with this ability, just player cast spells.
