Depends on what you are fighting. For grouping, AC tends to be better. If you are raid tanking, HP will be better.

Something more in the middle would be https://wiki.project1999.com/Collar_of_the_Storm , It has close to the same AC, but a lot more HP due to the +7 sta. That should net you 57HP at level 60. The resistances are very nice too.

People selling the https://wiki.project1999.com/Helssen...smatic_Trinket should also be able to get you the collar instead.

If you have sky pals for the amulet, can't you persuade them to help you kill some ww dragons? Doesn't have to even be a 6 neck, the 4s and 5s are decent. As a dwarf I suggest you wear Escorpa's 5 neck.

Dwarfs and Ring of Scale don't be friends.

Out of the two options I'd say just go with your heart. You'll be happier that way. I do think as a 60 war you probably already got plenty of AC and raising max hp has a few benefits (more cheal value, can probably squeeze out an extra bandage before 70%).
