NPC Spawn Issue: Lich of Miragul shouldn't spawn until Sky?

Second, Erati, the way the guy is ranting about what the FA requires in this thread, I'd say the books only started dropping in Feb along with everything else:

I also could not find any evidence and I scoured Naggy Vox raid drops from a few places.

Hopefully P99 has it so this is flagged for Sky and not Kunark/epics

Sky was Jan 2000, but FA didn't go live till the Paineel patch in Feb 2000, per patch notes. Nitpicking a bit but I'm a stickler for accuracy donchaknow.

I found a Japanese BBS post by a guy logging in to EQ on Feb 18 2000 in the glacier bear camp and finding there was now the Lich of Miragul (Google translate doing its best):

, I thought that it was a misplaced IBS ... and I attacked, Lich of Miragul, Yes,
it was Miragul, who appears in the back story .

Seems pretty likely he was added in the FA patch of Feb 17th 2000.

Oh and I just found a post on Stratics with an Abashi quote responding to a player complaining that the new Lich spawn makes the glacier bear camp impossible:

I didn't realize that this thread was still open looking for some sort of "official" response. Anyway, given your two choices I'd have to answer "A". NPCs change in game. Places that may be safe one day may not be the next. It happens, and you pay us to keep the game interesting.

As to the original authors assertion that the lich "annihilates" the Totemic Helm Quest, I'd have to say that's false. Certainly, it has no more of an effect on that quest than Sand Giants in Oasis have on croc-hunters.
