Why is stuff still saying "NO TRADE" instead of "NO DROP"?

Sounds like it was going to be fixed back in 2012:

Proof that it's already been done? I don't understand. If you're saying this is still broken, you should at least have some evidence.

Not sure what you arent getting. It was suppose to be changed in 2012 and he is saying it was never changed. Thats whats broke.
