Missing NPC in Dagnor's Cauldron: Barnacle Bones

Drops some pretty trash items but would be cool to have the zone complete. I am guessing the PH is a wandering serpent like the other NPCs in the zone. There is a sandbar serpent that I have killed many, many times that does not spawn this NPC.

Off my 40+ hours in this zone (went from 16 to 24 with my mage, pretty fast), I saw Barnacle Bones spawn twice. Once was next the NPC camp, and i was very lucky to get him before the NPC did, and the other time was in front of Unrest. Got the pauldrons 2 times, conned blue both times (once around 18 and the other around 23)


This sandbar serpent spawns real close to that NPC camp and paths into the water.
