I could see a potential for Teal coming back around Kunark launch if the pop gets massive, but only in very limited circumstances.

I.e. you wouldn't be able to transfer any characters to it, only make new level 1s (prevents people from trying to farm higher level shit on both servers simultaneously); it's only around for a few days just to let all the new Iksar spread out a bit (although counter argument to that is just wait to create an Iksar).
