Miscellaneous: Ranger skills capped uncorrectly, despite level-ups

I have a 60 Ranger.
When March patch was enabled, I started seeing my 1HS and Offense skill go up, yet in the skills window they still show up as capped. ATK value did not go up either while the skills were going up.
In the same fashion, dodge and parry are still capped and should not.
Dodge should reach 170, parry 220.
Attached picture shows the incorrect values in red.

Confirmed with my ranger (even though his offense skill only shows 200 in red).

As I level the skill (which shows at 210 via my last offensive upgrade), the skills window still shows red 200 and 0 atk improvements.

Druids also show a red 50 with their tracking, although tracking distance seems to be working correctly, unknown fully.

Paladins and SKs have red for their defensive skill still holding at 230 as well with no AC improvements on skill ups.

An additional confirmation. I see Offense and WS going up, but my Attack score never changes.

This make me believe that I have not received any benefit to the skill cap increases in Dodge/Parry, either, since both of those are capped in red.

This is happening for Druid track too, although I think it's just a display bug.

I have confirmed the same issue with the bard defensive cap. Went from 215 (previous cap) and just got a skillup. however the value in the stat window stays at 215 and I did not receive an AC increase for the skillup.

Unfortunately, for offense/weapon skills/defense, this isn't just a display bug. We are provided no boost to our attack/AC by gaining skill. Somehow we are allowed to skill up further, but the red limiting value is still what the game is giving us.

Rangers offense skills are still capped.
Knights and bards have the same issue for their defensive skills.

Happens with monk h2h skill too. Sometimes it's red and capped at 245, at other times it's 252 like it should be. No rhyme or reason so it.
