45 is way harder than 49.

45 is, IMO, one of the worst levels in the game. Not a lot of great content to kill at that level and it takes forever.

Like Tecmos said, hell levels aren't subjective things, it's when the xp modifier changes.

Deputy Budo told my cleric I didn't need to have a level 7
