90min is his max respawn, can spawn in as little as 45min and despawn in 20min if not killed iirc (times could be a little off)

The mob you kill has to be an essence carrier, so the timer starts when the first essence carrier dies. I also have him down as a 90-minute max spawn time with about 40 minutes of variance (so roughly 1 hour 10 mins +/- 20 mins), but pretty sure he stays up for 60 minutes regardless of being engaged, unless they've changed him since like 2015.

Not entirely true. You have to kill a specific mob to start the two timers. It's at about 800, -600 (rough numbers from tracing lines with my finger on a small phone screen) -- facing the wind mill's front door the mobs are immediately to your left and I want to say it's the closer one. Definitely one of those two. You'll know you've killed the right one when Nottap Ekim appears on track. That begins Nottap's despawn timer, and when Nottap despawns the Keeper of Souls spawn timer will begin. It doesn't seem random so much as really fucking long, as much as 130 minutes.
